MD-01 residents covered by Medicaid, according to KFF health policy data
Harris voted for the 2017 Tax Cuts and Jobs Act (TCJA). The Tax Policy Center found the top 1% received an average $61,090 benefit while the bottom 60% of households received under $500. He has also voted for budget frameworks that cut Medicaid, the Supplemental Nutrition Assistance Program (SNAP), and housing assistance.
Harris co-chairs the bipartisan Bay Watershed Task Force and publicly celebrated $93 million in EPA Bay cleanup funding — then voted against the appropriations bill that contained it. His lifetime score from the League of Conservation Voters (LCV) is 3%. He also voted against the Inflation Reduction Act (IRA), which included the largest federal conservation investment in U.S. history.
Peninsula Regional Medical Center and smaller Shore facilities depend on Medicaid reimbursements. The One Big Beautiful Bill Harris voted for included approximately $800 billion in Medicaid reductions over ten years, according to the Congressional Budget Office (CBO).
Harris is a Navy Reserve veteran who championed the Veterans Choice Program early in his career — giving rural Shore veterans access to local providers. He then voted against the Sergeant First Class Heath Robinson Honoring our Promise to Address Comprehensive Toxics (PACT) Act — the largest expansion of VA healthcare in decades — and backed budget cuts that have since increased wait times for the same veterans he says he serves.
